NCLB Reauthorization

To better inform the national debate on No Child Left Behind (NCLB) reauthorization, ECS collected and synthesized recommendations by national organizations to improve the federal law.

ECS' database is organized around 16 issue areas that captured most recommendations. Some organizations did not offer recommendations for all issues, at least according to our analysis. And several recommendations appear more than once since they applied to multiple issue areas.

Comments
Various reports indicate that state education departments and school districts often feel overwhelmed by their NCLB responsibilities and lack the staff and capacity to respond effectively. Therefore, it is not surprising that more than half the organizations requested additional support for states and districts to assist low-performing schools, especially as the number of schools in need of improvement grows.

Some organizations called for increased federal investment in research and development to improve schools and to identify and disseminate promising practices. And a few groups asked for greater recognition and support of state and local education innovations they believe will strengthen teaching and learning.

CIRD 1 - Summary of Recommendation Bolster state and district capacity to help low-performing schools by increasing Title I set aside funds and focusing restructuring on highest-need schools.
CIRD 1 - Full Recommendation Bolster the capacity of states and districts to help low-performing schools by increasing the amount of federal funds set aside by states for school improvement from 4% of Title I funding to 5%, and by allowing districts to focus their restructuring efforts on the lowest-performing 10% of their schools.
CIRD 2 - Summary of Recommendation Double federal research budget and target funds to help schools meet NCLB goals.
CIRD 2 - Full Recommendation Enhance research and development on effective school improvement by doubling the research budget for elementary and secondary education at the Education Department's main research arm, the Institute of Education Sciences. Increased funds should be aimed at research that assists schools in meeting the goals of NCLB.

CIRD 1 - Summary of Recommendation Encourage innovation and improve peer review process to focus on knowledge enhancement and promoting sound education models.
CIRD 1 - Full Recommendation Encourage, not stifle, innovation, and improve the peer review process to make it a true state-federal partnership in that regard – with a focus on knowledge enhancement and promotion of educationally sound models rather than monitoring for narrow compliance.
CIRD 2 - Summary of Recommendation Require Secretary to approve innovative models where states can demonstrate sound strategies to raise student achievement and close achievement gaps.
CIRD 2 - Full Recommendation Remove and recast NCLB’s current “waiver” authority to indicate that the Secretary “shall” approve innovative models where states can demonstrate, through a revised peer review process, good faith, educationally sound strategies to raise the bar for standards-based reform in each state’s context, along with accountability for raising student achievement and closing achievement gaps. CIRD 3 - Summary of Recommendation Ensure NCLB funding levels reflect increased state roles and responsibilities to improve student achievement and close achievement gaps.
CIRD 3 - Full Recommendation Retain and provide additional funds at the state level that appropriately reflect the increased roles and responsibilities placed on states under ESEA for systemic actions to help improve student achievement and close achievement gaps.
CIRD 4 - Summary of Recommendation Provide additional and ongoing funding for state interventions in underperforming districts and schools, including for assessments and data systems.
CIRD 4 - Full Recommendation Provide additional, long-term, consistent funding for state education department action and intervention in underperforming districts and schools (such as through full and increased funding for School Improvement Grants); for key areas such as state assessments (particularly including alternate assessments and English proficiency assessments), state data systems and technology; and for research and development to inform state and district efforts.

Build state and district capacity to assist low performing schools.

CIRD 1 - Full Recommendation

Build state and local capacity. A growing number of schools are being labeled as “in need of improvement” at a time when state departments of education and local districts are experiencing budget and staff reductions. Nevertheless, states and districts must continue to build capacity for assisting schools in need of improvement. This may require reallocation of resources and new forms of collaboration.

CIRD 2 - Summary of Recommendation Provide incentives for states to serve as R&D laboratories to broaden and deepen NCLB's impact.
CIRD 2 - Full Recommendation Ensure the research and development opportunities NCLB affords are not overshadowed by the law’s management challenges. Provide incentives that encourage states to serve as laboratories of research and development, thereby broadening the scope and deepening the impact of NCLB.

CIRD 1 - Summary of Recommendation Increase school improvement set-aside to 20% (from 5%) if states match and devote the amount to increase their capacity to assist struggling schools, including contracts with non-profit providers.

Increase to 20% (from 5%) the state set-aside for school improvement if states match that amount and devote the total to increasing capacity to diagnose, intervene in and provide support to schools in need of improvement, including entering into contracts with non-profit providers to assist struggling schools.

CIRD 1 - Summary of Recommendation Strengthen Education Department's role and investment in collecting diagnostic data and providing scientifically based research to close achievement gaps.
CIRD 1 - Full Recommendation Ensure the Education Department fulfills its role as a national center for diagnostic data collection and scientifically based research that helps states address and eliminate the achievement gap. The department should enhance its role as a partner by dedicating more resources to research.

CIRD 1 - Summary of Recommendation Provide states authority, time and flexibility to assist low performing schools, and provide resources to build state capacity for these efforts.
CIRD 1 - Full Recommendation Expand the current authority granted to states in NCLB to quickly address areas of need in their education systems. Governors urge Congress to expand and reinforce gubernatorial authority in this area as well. Any federal sanctions should provide states with the time, flexibility, technical assistance and clear authority to resolve problems and assist schools in need of improvement. In addition, governors urge Congress to provide additional support to states to assist schools in need of improvement, since meaningful school reform requires substantial resources and capacity.
CIRD 2 - Summary of Recommendation Target Title I funds to schools with highest concentration of low-income students and assist state efforts to close achievement gaps among student subgroups.
CIRD 2 - Full Recommendation Continue to target Title I funds to schools with the highest concentration of students living in poverty. Congress also should support targeted assistance for states working to raise student achievement among struggling subgroups of students.
CIRD 3 - Summary of Recommendation Encourage students to pursue math and science careers through rigorous curricula, strong educational and research and development systems, and accountability for students and teachers.
CIRD 3 - Full Recommendation Inspire young people to pursue science and math in their future education and careers. This can be achieved by implementing real reform policies that emphasize strong educational and research development systems at every level; by implementing rigorous math and science curriculum in schools; and by featuring strong accountability for both students and teachers.
CIRD 4 - Summary of Recommendation Support and maintain funding for Innovative Programs under NCLB, which provides flexible funds to help raise student achievement.
CIRD 4 - Full Recommendation Support and maintain funding for Title V, Part A, Innovative Programs of NCLB, which is an important program that provides critical, flexible funds to state departments of education and local school districts to help raise and improve student academic achievement. Despite the enhanced flexibility of NCLB, states and local schools continue to rely on this important program to provide and supplement educational services and resources that improve students' academic achievement.
